Clasen Quality Chocolate, a leading U.S. manufacturer of chocolate and confectionery coatings, is investing $230 million to open a state-of-the-art production facility in Frederick County, Virginia.

Headquartered in Madison, Wisconsin, Clasen Quality Chocolate began as a family-owned bakery in 1959. Today, the company is one of the largest suppliers of premium chocolate and confectionery coatings in the United States, serving major grocery retailers and food manufacturers nationwide.

This expansion strengthens Clasen’s nationwide manufacturing network and supports growing demand for high-quality chocolate and coatings in the food industry.

Trex Company, a global leader in composite decking and outdoor living products, has maintained a strong presence in Frederick County, Virginia, for over 25 years.

In 2022, Trex expanded its manufacturing footprint with the opening of a second production facility in Frederick County. The following year, in 2023, the company unveiled its new global headquarters in the City of Winchester.

Today, Trex operates its global headquarters, two advanced production facilities, and several warehousing locations across Winchester-Frederick County, solidifying the region as the company’s operational hub.

84 Lumber, a leading supplier of building materials and manufactured components, is expanding its presence in Frederick County, Virginia, with the construction of a new 30,000-square-foot lumber warehouse.

This latest investment builds on the company’s growth in the region. In 2017, 84 Lumber transformed its former retail store in Frederick County into a truss manufacturing facility, creating 100 new jobs and strengthening its production capabilities.

With this expansion, 84 Lumber continues to grow its footprint in Frederick County to meet increasing demand in the construction and housing industries.

Publix Super Markets, one of the largest and fastest-growing employee-owned grocery chains in the U.S., is expanding its footprint in the Northern Shenandoah Valley.

The company will open a new 50,000-square-foot grocery store in Stephens City at Sherando Green, marking its first location in Frederick County, Virginia. A second Publix store is also planned for the City of Winchester, bringing more shopping options and job opportunities to the region.

Publix’s expansion highlights the growing retail development in Stephens City and Winchester.

Desi Fresh Foods, a leading U.S. producer of dahi (South Asian-style yogurt) and lassi (a traditional yogurt-based drink), is investing in a new manufacturing facility in Frederick County, Virginia.

The new facility will create 56 jobs and significantly expand the company’s production capacity. Desi Fresh Foods will also source dairy ingredients from Virginia farmers, strengthening ties to the local agricultural economy.

Virginia was selected for the project over strong competition from Delaware, New Jersey, Pennsylvania, and West Virginia—highlighting the Commonwealth’s appeal as a destination for food and beverage manufacturing.

Location: Aviation Drive

Framebridge, the leading direct-to-consumer custom framing company, chose Frederick County, Virginia, for its newest manufacturing operation.

The new Framebridge Framing Studio, located at 155 Aviation Drive in Winchester, employs 65 team members in a mix of full- and part-time roles. Employees custom-build frames based on individual customer specifications and ship them directly to homes and to 23 Framebridge retail stores across the East Coast and Texas.

This expansion strengthens Framebridge’s U.S. manufacturing capabilities and reflects continued growth in the custom framing and home décor market.

HP Hood LLC, one of the largest dairy processors in the U.S., is nearing completion of an $83.5 million expansion at its Frederick County, Virginia facility.

The project includes significant upgrades to production and packaging equipment, along with the construction of expanded cooler and warehouse space. This investment will support HP Hood’s continued growth while reinforcing its commitment to sourcing milk from Virginia dairy farms.

HP Hood works with a robust milk cooperative network, including the Dairy Farmers of America and the Maryland & Virginia Milk Producers Cooperative Association, helping to sustain the region’s agricultural economy.


 

WCS Logistics LogoWCS Logistics

Project: New Cold Storage Facility
Location: Brooke Rd.

WCS Logistics, a Winchester Cold Storage company, has completed construction of a new 83,000-square-foot cold storage facility in Fort Collier Industrial Park in Frederick County, Virginia.

The $27 million expansion increases the company’s capacity to meet growing demand for temperature-controlled storage solutions in the region.

WCS Logistics offers a comprehensive range of storage services, including freezer, cooler, controlled atmosphere, tempering, climate-controlled, and dry storage. The company also provides office space, leasing options, and build-to-suit solutions for clients across various industries.


 

ZM Sheet Metal LogoZM Sheet Metal

Location: Stonewall Industrial Park

ZM Sheet Metal, a Frederick County-based manufacturer of HVAC steel components, is expanding with the construction of a new 160,000-square-foot production facility near its current location in Stonewall Industrial Park.

Situated on 23 acres, the new facility will support the company’s continued growth and modernization efforts, with capacity to accommodate up to 300 employees. The expansion will enhance ZM Sheet Metal’s ability to meet increasing demand for high-quality heating, ventilation, and air conditioning (HVAC) components while positioning the company for long-term innovation and competitiveness.


 

Monoflo LogoMonoflo International

Monoflo International, a leader in reusable plastic packaging and injection molding solutions, continues to expand across North America—while maintaining its headquarters and core operations in Frederick County, Virginia.

In 2020, Monoflo broke ground on its Imboden production facility at the company’s Frederick County headquarters, adding five new production machines to meet growing demand and reduce lead times.

The expansion continued in 2021 at Monoflo’s Stonewall Industrial Park facility, where 32,000 square feet of warehouse space was converted into production, housing six additional injection molding machines. These investments led to significant job growth, with the company’s headcount rising from 250 to over 300 employees.

In 2023, Monoflo celebrated the grand opening of a new 325,000-square-foot storage and logistics facility—doubling its warehouse capacity and enabling further conversion of existing space for expanded production.

Monoflo’s continued investment in Frederick County underscores the region’s strategic importance to its long-term manufacturing and distribution operations.


 

Evolve Stone LogoEvolve Stone

In 2021, Evolve Stone, a leading manufacturer of specialty composite products, announced a $1.25 million investment to expand its operations in Frederick County, Virginia. The expansion included adding a second production line and tripling the company’s facility space to meet growing demand from major customers, such as 84 Lumber, Lansing Building Products, ABC Supply, BFS, and Home Depot.

The expansion created 84 new jobs, contributing to the region’s economic growth and strengthening Evolve Stone’s position in the market.

Evolve Stone is part of Evolve Services, a prominent U.S. manufacturer of specialty composites, which also includes Evolve Play and Createk by Evolve Custom. The Evolve Stone product line is renowned for being the world’s first artificial stone that is face-nailed, offering a fast, intuitive, and easy installation process for contractors and builders.


 

NavyFederal LogoNavy Federal Credit Union

In 2019, Navy Federal Credit Union, one of the largest private employers in Frederick County, completed a $100 million expansion of its Winchester Operations Center.

Since its arrival in Frederick County in 2006, Navy Federal has grown significantly from just 60 employees to more than 2,500 team members. The company now operates across three buildings, including a new parking structure, walking trails, and expanded facilities to support its workforce.

This expansion underscores Navy Federal’s continued commitment to Frederick County, enhancing its operations and providing valuable job opportunities in the region.
